Doesn't seem to for me. Each of my family members has a cell phone. This includes my dad, my mom, and my two sisters. But NONE of them (well, I haven't called my dad yet) answer their phone when I call them. Why? 'cause their phone is usually in a locker or buried under crap in an over-sized purse. What the hell is a cell phone for if you're not gonna answer it?

The cell phone is not just for making calls, but also for receiving them. People need to realize this. My life would be so much easier if people used cell phones correctly...
